Yes, we have "Call-a-bike" here in Munich. I've never used it but you do see quite a few people riding them and you often come across the bikes parked in a quiet place, blinking to themselves and waiting for a new person to hire them. It seems to work quite well because they were introduced a few years ago and the scheme is still going. It's run by the German railways and a lot of the bikes are parked at the station.
