It's a stretch from my reading of the statutes - it's only available for victims of felonies and class A misdemeanors, and dog at large is a class A misdemeanor only if the bite resulted in "serious bodily injury" to you, which seems to mean "extreme pain" or "serious permanent disfigurement." Still, it might be worth putting an application in, or at least talking to an attorney who knows something about it.

I would note that "serious bodily injury" is defined by the Indiana Criminal Code as “bodily injury that creates a substantial risk of death or that causes: (1) serious permanent disfigurement; (2) unconsciousness; (3) extreme pain; (4) permanent or protracted loss or impairment of the function of a bodily member or organ; or (5) loss of a fetus.” I'd have to dig around a bit more in the case law to see if the courts have offered any guidance as to what "extreme pain" means.
It seems to me that there's no harm in filing an application for compensation. It seems to me that you don't have anything to lose. If I remember correctly, you did file a report with the police. Did you happen to take any photos of your bites?
