Well, I'm cycling in the sweltering heat (high 90's) and I absolutely love Pearl Izumi Select jersey with the Ultra Sensor fabric. I have yet to find a better wicking fabric than this. And I also bought the Short Attack short made with the same fabric.
What keeps me suprisingly cool is sunscreen. I use the Bullfrog Marathon Mist with 36 spf spray and it really does keep me cooler. Don't know why but it works.
The Assos white cycling shorts are really cool looking.Have you tried any of their shorts? How's the chamois?
