Floyd's state flag flying in France

I seem to recall that the winner of the TDF gets to fly his state flag over some building in France until the next year. I remember this because last year they showed the flag of Texas (for Lance). Does anyone know about this? If so would Floyd fly the flag of California, cuz he lives in CA or in Pennsylvania cuz that is where he was raised. Just need this for my trivia bank.

The hotel right down by the podium used to fly the Texas flag because Lance Armstrong always stayed there (and had a big party) after the race was finished. I doubt they left it up all year, but hey someone tell me if I'm wrong.
I'm guessing Floyd didn't stay there or opted out of the honor.
