I seem to remember having a 24" wheeled Raleigh road racer as a kid. Trek did a simple version of their 1000 as a kid's bike last year (2002?), but it's been discontinued. I found this and thought I'd pass it along for those who are verry verrrry vertically challenged (or those who have kiddos who might like to ride):
