California Bill for 3 Foot Passing Rule on its way to Gov. Brown

Pretty soon it may be illegal for a driver to pass a cyclist closer than 3 feet in CA, something some drivers purposefully do. Drivers will also be able to cross over a double yellow to pass if necessary.
