Breakfast - no surprises, is the main thing. A 5K is short enough that you won't run through your glycogen stores. So whatever you know your stomach can handle. Eat at least an hour before your race, most people prefer 90 minutes to two hours.
Staying warm before the race is going to be your main issue if it's a cold rain. Is there a bag check, or do you have someone going with you who can watch your stuff? Hopefully you can wear some extra layers for your check-in and warm-up, then shed them when you go to the starting line. And have them waiting for you after the finish.
Warm up with at least ten minutes of very easy jogging. Some people like to do a few short strides at high intensity just to wake up their muscles and get the speed neurons firing.
