Frogs come with cleats?

Sorry for what's probably a dumb question. I've decied this winter I'm going to learn to use a clipless system. I've decided on Speedplay frogs. If I buy them new, will they come with my first pair of cleats, or will I need to buy those in addition? I've seen a number of deals on ebay and such, but the deal is much worse if I still have to shell out another $35 for cleats that would have come with new pedals anyway. If I have to buy cleats either way, I've been pasing up half-way decent deals.
