    One of our state bicycling organizations has been working on programs to increase both walking and cycling to school.

    my cousin does this. Her daughters have been too timid to ride their bikes unfortunately, but they do walk a group of kids to school, about 3/4 of a mile.

    When you do it with bicycles it's called a bicycle train.

    There is serious *funding* for "safe routes to school." YOu can get federal money for projects to fix sidewalks and -yes!- make bike lanes. Our neighborhood advocacy group is actively pursuing this.
