    what's the word???

I am looking for the technical name for the part of a bike that is above the fork (or perhaps part of the fork?), the spacers and the stem cover it/go over it. Does that make any sense at all??

Steerer tube. It's part of the fork. You have a threadless headset, otherwise you'd have a quill stem there and no spacers or topcap.
Oil is good, grease is better.
