In my opinion, 63 is too warm for rain pants if you are riding steadily. But if it happened to be 5 degrees cooler you would want them. So my thought would be to carry them just in case, or start with them on and be prepared to remove them as soon as you start to overheat. Worst scenario is that you start without and later the temperature drops, forcing you to either ride chilled or pull rain pants on over very wet legs. The latter option is really better than riding chilled, but its hard to convince yourself to do.
