I make the exception for very young or elderly and/or disabled cyclists but for most cyclists when you're on the sidewalk you are to me like a car is to you.

I admit to jousting with them downtown. I'll slow down a bit but "take the lane" walking straight down the middle of the sidewalk. This is especially fun when as a rider I know "hmm, hole in the sidewalk to my right, glass debris to my left ... what're you gonna go, bubbah?"
