I can vouch that this exists. I have seen it MULTIPLE times during rush hour getting in and out of Chicago. And this was BEFORE twitter and all that, so it has been happening for a long time.
I don't text or talk when I drive. If it is an emergency, I use my bluetooth until I can pull over (one time I was expecting a call from my Dad about my grandmother, it was important). However, I don't see why people can't just USUALLY pull the heck over and talk in a gas station parking lot.
It's not hard. I have seen a lot of students riding bikes and texting and or talking on their phones, too. Scares me senseless.
