    Can't blow up the picture, but gotta assume it's a fixie.

    I don't know why it couldn't have brakes though. The rear brake cable housing on a "normal" bike is flexible, it's only the frame that keeps it from bending. You'd have to anchor the ends a little better than they usually are, is all (or conversely, make them slip a little more). As far as the front brake - nothing different there at all.
