I know I have tried reasoning, arguing, pleading and plain sulking, but he seems terrified that 2 cats will "take over the house". I grew up with at times 8 cats (foster home), 2 dogs and 2 horses, so I just don't see the problem.

He's just not that much of an animal person, more like "wouldn't mind a cat around".

I am of the opinion that 8 is not enough. Here's my brood of kitties!
