Second the recommendation for fish oil, up to bowel tolerance. It will help add oil plus it's supposed to help with inflammation. There are some bath oils for dogs at PetsMart & places like that you might look into. First thing, though, I'd get him into an oatmeal bath made for dogs & make sure all that residue is off him.

At least your mom didn't dip him in chain cleaner...
