I don't put any sunscreen on above my eyes when I am biking.......... between the sunglasses and the helmet, no sun really hits that area. Pure, straight sweat can also sting but I tend to wear a headband of some sort and it absorbs the sweat really well and prevents dripping in all but the hottest, most humid tropical weather and we DO have that here in Iowa during the summer. 90's in temp and humidity.
Anyway, there's another solution for you. Try whatever you thnk will work.

Like Annie, I recommend a headband - nothing special, I just pick up knit-fabric ones at the supermarket.
Protects above my eyes (as well as the helmet) and I actually find my helmet moves less.
Yes, my helmet is fitted to me, but the head-band on just means it stays wear it is supposed to without me half choking .

Sunscreens designed by cosmetic companies and intended to be used on your face tend to be better in that respect. Don't know whether they put less hurty ingredients in or it just sticks better. Of course, they tend to be rather pricier than the white gloop you can buy by the litre...

Well... I tried out Hawaiian Tropic, Ozone Sport, 60+ SPF... non migratin, sweatproof and waterproof.

Let me tell you, just smearing this stuff ON is a challenge. It is THICK and STAYS PUT!

Now, I do agree with NOT putting sunblock ABOVE your eyes though. I get sun protection from my helmet and sunglasses... and I put all sunblock below my eyes. I do this because I do not want sunblock oozing in my eyes.

I found Coppertone Stick is great! It is like the lip balm but a larger stick...it is small (great portability)...high SPF...and you keep your hands from getting all greasy! It is a little thick and heavy feeling on the face but much better than a sunburn!!!
