Best bet is disconnect cable from derailleur and start from scratch. Also make sure the shifter itself is operating in its fullest range.

Thanks for the help, ladies. I have found a free maintenance workshop run by a local club/cycle advocacy group which is not only nearby, but also next happening this Saturday. I shall most certainly be taking advantage of it.
Drink coffee and do stupid things faster with more energy.
