i definitely have the same problem... i used to buy boy jeans and cinch them tight with a belt, but i got tired of looking like, well, a boy. my mom is a big fan of old navy too (and also a cyclist) and swears by their jeans. i wear eddie bauer women's "stretch" jeans... they're a tad loose in the waist, but seem to fit okay elsewhere.
