I pull mine up pretty high too - probably a good 3 inches of overlap with my shorts (I'm another shortie at 5' even, 29 or so inseam), but they still come down to the about tops of my socks. I have a really short pair - they are youth x-small, that are nice and cosy and fit like they ought to, but they don't work with my team shorts. The knee warmers are slippy and the shorts creep up - very uncomfortable.

I've got short clients and skinny clients and children I work with who can't wear knee or leg warmers. Arm warmers work great!!! Try it.
How high to pull them up? They should go right up to the top of your thigh --- this will keep them in place so they won't fall down below your shorts. Oh, and they go under your shorts (not over your shorts).
edit: I meant that if you're too short or thin for traditional knee or leg warmers, put the arm warmers on your legs. Yeah, they work good on your arms too!

FWIW, the Voler knee warmers are really short, much shorter than the comparable PI ones. I have short stubby legs and the length is fine (though I rarely wear them and instead opt for knickers if it's 50-60 F).

i'm kinda tall for a woman (5'9")... sometimes women's sizing are too "short" for me... if i get a larger size then they're tall enough but too "loose" (tights, knickers, etc)... and i sometimes have to buy in the men's department... but mostly women's sizes work out fine
Velo-couldn't agree more!!! I LOVE my arm warmers. When it gets toasty, you can roll them down. If you get cold again, just roll them back up! They fit nicely in the back jersey pocket too.
I never thought something so simple could make such a big difference. I HATE to sweat under a bunch of layers, even the wicking kind don't wick enough for me. With arms warmers, I can eliminate a layer & stay comfy.
