The most effective way to do it, is to do it.

Hmmmm. Personally. For some reason, flashy, multicolored lights (I KNOW these aren't very multicolored) draw DWIs in (and sometimes sober people too, but mostly drunks), rather than warning them away. I am not sure why, but having WATCHED people come straight at my lights at night on traffic stops I know it is true...plus the reality of how many officers are killed in this very manner. Possibly because of the idea that you go where you watch (I know if I look at a creek rather than the bridge on my mountain bike, I wind up, somehow, in the creek) and the lights are mesmerizing. A flashing red light is certainly needed on a bike at night, but add those green ones and you get a can't look away effect.
Multicolored lights are illegal on the backs of cars....for bikes it only says what you shall have, not what you shall not. But for me I think this is not such a good idea.
I think up here there is actually a prohibition on flashing blue lights for anything but police cars, otherwise there aren't restrictions on bike lights, but I tend to agree with kenyonchris. Some things make people stare so much that they drive at you rather than away....
I remember the first time I ever had a shirt with 3M reflective paint on it. A car in a parking lot was so intent on figuring out exactly what I was they kept turing towards me - see me, sure thing they did, know what I was, not a chance.

As a driver, I would find those lights confusing. I'd be trying to figure out what they mean.

Nope.
I'll light myself up like a Christmas tree at Tim Allen's house, but you won't catch me with one of those.
I'm all for being visible, but I don't think re-striping a roadway (lights or otherwise) is really in my best interest or the smartest thing to do.
As others have said it's confusing at best and even possibly more dangerous.
