If you have a standard (Shimano) 11(or 12) 23 ask your LBS if you can swap to a 25 or 27 on the rear cassette.
My LBS has done this for many people who find out they're geared too high with a double and have trouble with the hills. It is a lot cheaper than all that is required to change to a triple. They call it a "cripple".
