You can write to your congress(wo)man to ask to support the development and use of cleaner forms of energy...

Pray your neighbors to use their cars less and do the same if you have/use one...

Avoid to buy too many things that have to be trucked/shipped from far away, taking a lot of fossil energy to get to you...

Etc... The list is pretty long.

That should help reducing the chances of flood in the long term. In the short term, getting rain gear and finding other routes to ride might be a more effective solution! But I am a strong believer that the two go together.
