I think it's more the community, whether adults celebrate it or not. I'll always remember the subdivision we lived in when I was in middle school in the early 70s. There were lots of organized community activities, but Halloween was almost a competition between the stay-at-home moms, turning their yards, garages and sometimes parts of their homes into really elaborate haunted houses, just for the entertainment of trick-or-treaters and any accompanying parents.
