I've endured heavy winds in the Winter time but I'm more difficult to convince to go out in bad weather conditions in the Spring/Summer. Still, if I am not planning to go over a bridge or overpass, I don't mind high winds and gusts up to, say, 60 km/h. Above that, tree get uprooted in my area and I don't want to end up under one. (Boyfriend had his car wrecked by a big big evergreen that fell on it during a storm a few years ago.)
I just don't go for long those days, though.
