I'm doing a tech review on your document. Prepare for a major rewrite! May I suggest that THIS time you use the outline as stipulated in the federal guidelines. They aren't really suggestions. When this document actually gets to Washington, you want it to be clear so that you get the construction funds. As it stands now, "just say no" comes to mind. And oh by the way, a 96 pg table in the Executive Summary is no summary. What were you thinking?!
