    Another vote for Amfibs. It has to be below freezing before I can wear mine and not roast.

    There's a bunch of windproof insulated tights out there, including those already mentioned by Sugoi and Craft. If you want super-warm, at least some windproofing is the key IMO.

    Anything by Craft is super warm.
    I'd also look at Ibex. I have a pair I wear X country skiing, but I have worn them cycling on very cold days. They are wool in the front and windproof in the back.

    I almost bought a pair of Lucy fleece lined pants with zippers. They didn't have the reflective piping on the side but they seemed really comfortable and warm. They seemed reasonably priced to me but they did not have my size.
