I am holding off on this decision, am trying a couple other routes first

I know several 5'4 women who ride this size, it is a pretty big jump up to the next size...though I do not know if she would fit you or not. Have you checked out the geometry page on Surly's site? Of course, Ms. Explorer has very different stem/bars/brakes/shifters than she was shipped with...
