Are you talking about toe clips, or handlebar clip-ons?
If it's toe clips, it might be easier for you to work if you take the pedals off and put them in a vise to hold them steady while you take the screws out. As a last resort you can drill the heads off the screws (being careful not to drill into the pedal).
If it's clip-ons, and you're using a hex key to try to get them off, try using an Allen socket with a long ratchet handle. You might even get an adapter to mate your sockets with a handle that takes the next-largest drive - just remember never to use that combination for installation, only removal, because you risk torquing them too tight. Or if you have a friend with an impact driver, you could ask to borrow that.
