I thought it was wearing reflective gear. Thus the reason why I thought it was a runner. But one of my nature-loving friends explained to me that "it must have been the tapetum lucidum, the reflective layer of tissue in the racoon's eyes that helps him or her see in the dark." Yes, that explains it.
I still think I need more coffee before I get on the bike that early.
