Tulip, living in the Northeast made me very cynical about this "knowing how to drive in snow" business. What people mainly know how to do is wait till their street is plowed. And quite a few people drive very, very, very badly in snow.
I grew up in the South and I drive far better in snow than most of them. Of course, my parents did believe in going to the mountains when it snowed, so I got a bit of practice! Nonetheless, there is no real mystery to driving in snow.
Ice is another matter entirely, of course, and in my experience, ice storms are commoner in the South.
