I've been getting a tattoo removed and It is the same concept as laser tattoo removal, only the tattoo laser is stronger. You are essentially creating an injury for the body to repair. In the tattoo removal case, it is a controlled second degree burn. Much less for the hair removal, but you can still get mild blisters after treatment if you have sensitive skin, or if they have to increase the intensity to treat your hair. I've heard of girls getting only a mild rash that looks like a sunburn, but I get full on swelling, dry skin and itchyness.
I would think that a home product is not allowed to be strong enough to create the damage needed for the body to repair itself, and if it WAS, I'd be worried about hurting myself.
I'd go to the pros. I mean, its a frickin LASER, right?
