I can't really answer for myself, because I'm (almost) always motivated to bike but I can help brainstorm some ideas.
Everyone who rode in that day, or brought their bike, go for a short ride at lunch or after work. You could make a point of biking in work clothes for the short lunch ride.
A prominently displayed chart with names down one side and days across the top, and gold stars every day each person biked.
"Who biked the most days" with a billion different categories so that pretty much everyone can win in something. Categories: <2 miles, 2-5 miles, 5-10 miles, etc. Novice cyclist category. Age categories. Type of bike category. Why limit it to bikes? Scooter category. Walkers category. As long as it is active transportation!
