I'm not sure one clip would hold a skirt in place, especially if it's full. But at least someone is trying to answer a problem of skirts blowing around and getting caught.
One could always wear cycling shorts (padded or not) underneath).I suppose it all depends on distance, pace, and amount of wind expected.
