Try a Surly Pacer (zippy road), Surly Cross Check (cyclocross and all rounder) and Surly Long Haul Trucker (loaded touring).
All are steel. All are smooth as butter. All are about half your budget.
Don't be afraid to step out-side the Major Brand Conglomerate Zone. Don't be afraid of a bike that weighs a pound or two more. (The weight of a full bladder. Pee before you ride and you'll never notice the difference).
