I wouldn't walk my dogs on the road leashed, when I had dogs, and if I had kids I certainly wouldn't allow them to walk in it. To me, that's a completely different issue from whether they go outside at recess, and whether their parents have to drive them a quarter mile (or less) down the lane and sit with their cars idling until the bus gets there.
You bring up a valid point about roads without sidewalks, but the thing is that some of the places where I've seen this had perfectly good sidewalks. That's when it's really ridiculous.
