A lot of helmet buckles slide on the straps, and it IS a safety issue, but it's really common from what I've read. Even if they don't come all the way off, if the helmet's loose, it won't do its job in a crash. It was a huge PITA with the Trek helmet I used to have - they loosened over a matter of days, but re-tightening them was never simple. With that helmet, I actually cut the straps long enough that I could tie a knot in them, which helped some, but didn't completely prevent the helmet from loosening up.
I haven't had any trouble with the Giro Pneumo I'm wearing now. I wasn't planning on such an expensive helmet when it comes time to replace it, but maybe it is worth an extra $100 to get a helmet whose buckles stay where I put them...
