While I don't understand the "no charges" I do agree that the driver will have a long healing process.

When I was student teaching I was on my way to my mother-in-laws house after school. 3 little girls were walking home from school and they were running and chasing each other. I was driving the speed limit but something about their play told me to slow down. Before I knew it one of the little girls ran into the street directly into my path. Fortunately, I was able to stop in time and didn't hit her but when the car stopped she was dead center of my hood and only 3-4 ft or so away from the car. I could see the shock in her little face.

That incident took place 40 yrs ago and everytime I read about incidents like this I still see that little girls face. I just can't imagine having to live with hitting her even though it wouldn't have been my fault.
