I've been using Cetaphil daily facial moisturizer with spf 50. It's a 50ml bottle for about $18. The stuff makes me shine quite a bit so I don't use it on my forehead (since that area would be cover by my helmet anyway). I'm not sure how much wind protection it will give you but my cheeks doesn't feel dry.

I find Olay's daily moisturizer with spf 15 awesome too! Though I do wish they would make it in a higher spf.

And, awhile back, I used to use Nivea cream. It does really help with wind burned skin. But now I'm using cetaphil, I don't seem to have that problem on my cheek anymore.

If I ride fast enough by the river I find that gnats are kind of waxy and greasy on my face - nature's moisturizer

One I found to be quite lovely is Neutrogena's "Oil-Free Moisture for sensitive skin". I now prefer this to my original Clinique "Drammatically Different" lotion that costs 3X as much as the neutrogena product. I bought mine at CVS. I have fair, reddish skin so this stuff really helped with the wind irritation for me.

I live where moisturizer is supplied free, in the air. Nothing quite like biking through 90% + humidity.
To me "low" humidity is something around 60%.
My issues are that the skin is happy, lungs not so much on high humidity days.

I pretty much use the same basic lotion I use every day, which currently is the 365 lotion from WF (lavender).
