In most cases, the groups sponsoring the special license plates tack on an extra fee so they get their money that way; WABA didn't charge extra for the plate. One way or another, you pay for the privilege of being part of the group.

The state of Maryland sponsors the Chesapeake Bay plates, so I'd reckon that's why there's no group to join. All the other plates require that you go through the sponsoring group (Zen posted the link this morning.)
