I called, and they're going to e-mail me whether you have to be a member (when the guy running the program gets into the office), but the guy I talked to didn't think so.
I had just renewed mine when this one came, and it's not a problem to replace it. All you have to do is return the old tag to the DMV, which of course presents its own set of hassles.![]()

And if I saw that low-number plate out on the road I would automatically assume some official or dignitary was driving.![]()
