Charity rides generally have a way to distribute gear to folks determined to ride for a cause but short on funds/gear.
This is one such group that started for the AIDS ride and now branches out to other rides.

You also could contact your favorite ride directly such as MS 150, Livestrong, etc.
You could contact your local bike kitchen, they normally take bikes and parts but those urban riders need bike gear too ....
