I may be pulling this out of the air, but I could swear I'd heard that the law in Oregon was about not putting filling station attendants out of work rather than about not spilling gas?

I have had gas station attendents tell me they'll be fired if they let you handle the pump.
I have not researched the whys and wherefores. I can tell you it is very important on the Dry Side to be sure to touch your vehicle first to discharge static electricity before pumping gas.Frends know gud humors when dey is hear it. ~ Da Crockydiles of ZZE.
