I feel your pain. This was a problem I never had in anyplace I lived, but it's happened 3 times now at my current home. For me, I knew the plunger worked when the water did drain out of it.

It does mean that finally I have a use for one of those swimming pool chlorine tablets I picked up off the road last year, so it smells bleachy.
I don't put weird stuff down there, so I'm assuming it's the stray tp or tampon... so I went at it with a plunger, but I don't know how to know whether or not it's cleared or not, since of course it doesn't drain out. Should I bucket out what's in there so that if it fills it won't overflow and give it a try? (When I get home from work, that is...) Thankfully, there's this working toilet down in the basement that two years of lack of use has not rendered busted.

Plunger time! Don't flush until the water goes down. If it's too high, it will overflow. If it's receded to a lower level, you can try flushing, but it may still be clogged.
Make sure you use a toilet plunger, not a sink plunger. The toilet one is red.

if all else fails, there's always the snake.
If you can't free it up call Schoonovers, they'll bring an industrial snake that will go all the way out to the street. They're the cheapest and they do a really good job.
Since when is the color important? I know you like red (as do I), but my black toilet plunger works very well.
Shape wins over color.

Maybe it doesn't matter for toilets? I know for tubs, the red ones don't work as well as the black ones. The black ones have that extra lip on the bottom, which get better suction.
I know when trying to unclog a tub with the red one, it didn't work, but they always work fine for the toilet.
Plus, it's red.
