The pants are certainly cute and seem to be inspired by (horse) riding breeches. And the patch has to be external to be functional.
Riding pants would tend to have a bigger patch. While you don't need the same amount of coverage when riding a bike, I think a bit bigger of a patch that's more integrated into the pants would look better stylistically.

I like the concept of Sheila's outfit, technical clothes with a street look, but the dark patch just ruins the aesthetics for me.
To be honest though, I tried commuting in georgena's cycling skorts, but found I don't like to keep a sweaty chamois on all day, so I always change clothes when I get to work.
