I am planning on doing my 7 mile run tonight. If I walk .25 to warm up and cool down do I count that in w/ the 7 miles or is it in addition to?

I would play it by ear. If you get to 7 with the warm up/cool down and you are exhausted. Count it. You still covered the distance. If you get there, and you really think you can do .5 more miles at a run, go for it, and pat yourself on the back when you are done for running the whole thing.
