Actually, my townhouse had hot water baseboards for heat. Heat was the primary thing there....a.c. was a "need it maybe twice a year luxury" (dang...I miss the ocean). Can't do central air with baseboards...at least, I've never seen it done.
My unit's previous owner, who worked for an airline and travelled a lot, never needed it. I, however, couldn't tolerate that one or two weeks a year when I did need it. Since I had no double hung windows on the lower level, and all the units had the cut-out in the wall, I got one. However, mine was Energy Star rated and more...well...modern looking and didn't have that lovely faux-wood panelling look to it.
A real window would look nice there....and give you something more interesting to look at (other then Feathered Friends) when working on your comupter.
