Pardon my ignorance though... is the shifter lever on the seat tube to engage/disengage the generator? Or what? Do they come that way, or is it something the previous owner rigged up?

What ignorance? You nailed it.
It has a bottom bracket generator that is engaged/disengaged with that lever. Sadly though, the generator is kaput.

How functional are the brake levers going to be, stuck out to the side like that? It looks cool, but it seems like you'll have to cock your wrist at an unnatural angle to grab ahold.

As for the brakes whatever fits you best. Check out what my LBS did on similar bars, think it's pictured on post #7 here.

They are below the bar and ever so slightly turned in. It's incredibly comfortable, seems to just fit right in the hand. I have teeny tiny mousey paws so anything else would be tough.
