You can sometimes find cheap sets of relatively new wheels on craigslist. People selling the stock wheels after they buy a bike & immediately upgrade their wheel set.

I picked up a beater/trainer set that way. if you want it for winter conditions, a beefier heavier set is pretty much all you need.
