I agree with Lisa. I love my Shak, but I got a jacket/jersey exactly as you describe, last winter. It's a Performance brand, which I rarely buy, but it's close fitting and fleecy inside, full zip with a back pocket. I have definitely worn my wind jacket over it.
The size small fit me, even though I usually wear an x-small. I think you may be about the same size as me, Shooting Star, so it might be worth it to take a look. It wasn't expensive.
